The Pledge of Allegiance was said.
Proof of Notice was made.
Trustee Ettinger presented the “Flexible Spending Plan” to the board.
Mayor Letica noted that a Firearms permit application was submitted. Officer-in-Charge
Ray Mahdesian handed out material regarding general regulations. He noted that the state has certain laws regarding the discharge of firearms.
Mayor Letica noted that the board could have a discussion regarding this law at a later date. The board denied the application for Joseph Rini since the code disallows to “discharge any firearm within five hundred (500) feet of any building”. Mr. Rini can re-apply as long as he can show that the area where he will be skeet shooting is 500’ from any building.
Resolution (2014-137) Be It Resolved, that the Village Board approves the new flexible spending plan for a minimum monthly cost of $60.00 and an annual fee of $250.00 for employees of the village and that Primepay waives the annual fee for the first year.
Motion was made by Trustee Ettinger, seconded by Trustee Jablonski.

Resolution (2014-138) Be It Resolved, that the Village Board approves the services of Parker Landscaping to remove one or possibly two trees from the corner of Bevin Road and Asharoken Avenue for $450.00 for the shoulder project, pending an independent assessment of the health of the large oak tree at the corner.
Motion was made by Trustee Jablonski, seconded by Trustee Ettinger.
Andy Mendelsohn expressed to the board his concern about removing the tree at the corner of Bevin Road and Asharoken Avenue. He also indicated that he spoke to Marty Cohen the chairman of the Conservation Board and he is for letting the tree live, Village Clerk Nancy Rittenhouse confirmed that Marty Cohen did relay that same message. Mayor Letica noted that if the tree is not in middle of the concrete than the board will reconsider taking the tree down, but will consider having an arborist review the health of the tree, Mr. Rob Holmes volunteered the services of his arborist.

Resolution (2014-139) Mayor Letica made a motion to forward a copy of the public access draft to the NYSDEC, Trustee Ettinger seconded.

All other resolutions were not needed on the draft agenda.
Mayor Letica discussed the proposed garbage amendment Chapter 80. He noted that he requested the Village Attorney to prepare a hold harmless agreement form, and include an emergency clause that residents should sign.
Mayor Letica asked about the progress on the emergency back-up plan, Trustee Burke noted that she is aware of an individual, who has a CDL license and may be interested in filling in as an emergency back-up. She is arranging for a meeting with Barry Bradley.
Public Session: Two comments were made.
1. Comment was made about getting a copy of the draft public access plan. Mayor Letica indicated that the plan will be emailed out later today.
2. Comment was made on the garbage law and enforcement.
Mayor Letica made motion to adjourn the meeting, seconded by Trustee Ettinger.
