Proof of publication was made.

 

Village Clerk, Nancy Rittenhouse presented the tentative budget for 2016-2017 to the Board of Trustees. 

 

Mayor Letica opened up the meeting and began discussing the tentative budget. 

He noted that he is calling for a zero percent tax increase and the tax levy falls below the NYS tax cap.  The largest expense was the 3% police contractual salary raise, but this was offset by a reduction in police and fire retirement costs.  Other increases include social security, fire protection, marine repairs and police uniforms.  The reason for the police uniform increase is due to the likelihood that we will add another part time police officer to the department. Balancing these increases were budgeted reductions in tax grievance, insurance, sanitation landfill and police and sanitation fuel costs.

 

We also are proposing a 2% salary increase for our staff members and a 4% increase for our Village Clerk Nancy Rittenhouse, which will bring her salary up to the former Village Clerk’s salary eight years ago.

 

We are putting funding away for potential ASDRP professional fees and funding our reserve accounts; police, sanitation, marine equipment, highway maintenance and unpaid benefits.

 

We received increases from Suffolk County Public Safety program and court fines.

 

Mayor Letica pointed out this is our tentative budget and pointed out that changes can be made prior to the publication of our public hearing date.

Trustee Ettinger, noted that this is an excellent budget, having no increase and keeping under the tax  cap which will provide rebate checks for our residents next year.

 

Mayor Letica requested that the Village Clerk, place it on the website and distribute to the residents tomorrow.

 

Resolutions:

Resolution (2016-32) Be It Resolved, that the Village Board, does hereby accept the donation from the Asharoken Garden Club in the amount of $1,000.00 for beautification  of Village Hall.

Resolution (2016-33) Be It Resolved, that the Village Board, does hereby approve E-Z Cesspool to clean out the catch basins in the Village of Asharoken in the amount not to exceed $3,750.00.

Resolution (2016-34) Be It Resolved, that the Village Board authorizes the Mayor to sign the proposal for engineering services with Newport Engineering for the mill and re-pave of Asharoken Avenue between house #156 to approx. #218 in the amount of $4,000, Village Attorney approved as to form.

Resolution (2016-35) Be It Resolved that the Village Board does hereby authorize the mayor to enter into a contract with Posillico Civil Inc. for labor, equipment and materials for the amount of $51,546.25 to mill and repave Asharoken Avenue from house #156 to approx. #218, subject to approval of proposed contract by village attorney.

Resolution (2016-36) Be It Resolved that the Village Board does hereby authorize the mayor to enter into a contract with Safety Marking Inc. for labor, equipment and materials for the amount of $9345.60 to stripe Asharoken Avenue with 4” single white lines for approximately 31,152 LF and 4” double yellow lines for approximately 15,576 LF using latex paint, subject to approval of proposed contract by village attorney.

 

Trustee Ettinger made a motion to approve, seconded by Deputy Mayor Pierce.

 

Trustee Burke pointed out about the condition of the painted lines. Mayor Letica noted that he researched the cost using upgrade paint and it is cheaper to use the latex.  He noted that he will contact the company about the prior line painting job.

Resolution (2016-37) Be It Resolved, that the Village Board does hereby approve the adjustment to the fiscal budget for year end 5/31/2016 for an increase in the Start-up Income (A1000.000) and an increase in the Highway Repairs account (A5110.451) for ($51,546.25 and $4,000.00) totaling $55,546.25.

Resolution (2016-38)

WHEREAS, the Village of Asharoken (the “Village”) is in need of a new Police Vehicle, and

                WHEREAS, the Board of Trustees finds that it is in the best interest of the Village to authorize the solicitation of bids for a new police Vehicle;

                NOW, THEREFORE, BE IT

                RESOLVED the Village Clerk is hereby authorized and directed to advertise for receipt of competitive bids required by Section 103-d of the General Municipal Law of the State of New York for a new police vehicle in accordance with the specifications of the police vehicle specifications filed with the Village Clerk; and be it further

                RESOLVED that the Village Clerk is hereby authorized to publicly open and read bids on set day in accordance with the “Notice to Bidders”; and be it further

                RESOLVED that the Village Clerk is hereby authorized to reject said bids for good and sufficient reason and to re-advertise same under the authority herein granted without further action of this Board.

Trustee Ettinger discussed the hiring of a new part-time officer and noted that a number of the police officers are not available during the winter months.  He pointed out that they are considering hiring another part-time officer, at no additional cost, except for the uniform allowance.

 

Trustee Burke, noted that there are several potholes on Bevin Road that need to be repaired, Mayor Letica noted that he will follow up on it.
