Deputy Mayors Report;” On July 13, Mayor Letica, myself, Supervisor Lupinacci, Deputy Supervisor Pat Del Col, and our Coastal Advisor Aram Terchunian met with Suffolk County Executive Steve Bellone at Village Hall and at the Seawall Site.  The purpose of the meeting was to request that the rebuilding of the seawall be considered by Suffolk County for NYMTC (NY Metropolitan Transportation Council) funding. It was a very productive meeting and County Executive Bellone is considering our request.

Also, this past month we have worked on coordinating the repair of the sinkhole at the seawall which Mayor Letica has previously spoken about.  The Village is doing this in partnership with the Town of Huntington, which will do the work and supply the equipment.  The repair, which is comprised of stone, will start tomorrow and is scheduled to take three days.  We have advised residents via email and TOH via robo-call as to time and date as some delays are expected.  The village would like to thank Parking 13 for their permission to stage the materials on their site.  We are looking forward to completing this needed repair to protect the roadway from damage from storms and high tides with high winds.

We continued our participation in Suffolk County Shared Service initiative by attending work sessions and a conference during the month.  I’d like to thank VC Nancy Rittenhouse for her participation as well as her help with logistics on the aforementioned sinkhole repair.

Trustee:

Trustee Ettinger noted that he had meetings with Officer Mahdesian regarding various police matters.  One of our main objections was to implement a fuel cost savings program. On July 11th we reviewed the procedures to utilize the fuel facility for both the police vehicles and sanitation. Our savings will be approximately 30% of the year. We also had two rescues by our police department this month. He reviewed the minutes, FOIL’s and payment vouchers.

 

Trustee Burke reported that she reviewed the vouchers, minutes and Village correspondence.

 

Village Attorney:  Bruce Migatz reported that the Zoning Board, Planning Board and ERB did not meet in July.  He noted that there is no decision as of yet in the article 78 that is challenging the denial of the two dock permits, we may see a decision in 45 days or longer. The article 78 that was challenging the Duck Island subdivision approval commenced by Mr. Browne where the Village prevailed and where Mr. Browne had filed a notice of appeal has now been withdrawn, the matter has been concluded.

 

Village Treasurer: Emily Hayes Treasurer reported that the vouchers for the month of July expenditures for the month were $62,804.32.  Included in the vouchers were two invoices for 2 new police radios, a payment to Breakwater Marine and a partial payment for the Village audit. There will be a separate resolution to approve the vouchers and budget transfers.

 

Officer-In-Charge:   Officer Ray Mahdesian reported that there were 3 arrests and 67 summonses and things are going well.  

 

Sanitation Operator: Barry Bradley reported that big blue is running well. Total tipping fees for the month of July were $2811.20. Trash tonnage 34.14, Single Stream recycling tonnage 9.18 and yard waste tonnage 1.91.

 

Emergency Manager: Bill Raisch reported that a recent report came out from Colorado State indicating that there will be a lessening of the likelihood of significant hurricane activity this year. We have gone from an average hurricane season to a less than average season.

 

Superintendent of Buildings: Doug Adil reported for the month of July that he responded to a homeowner inquiry about renovation requirements and building code concerns. He investigated a report that a shed had been installed at a property on Asharoken Avenue. He responded to a report that a seasonally re-installed dock at a home had an anchoring system that was extended onto neighboring property. He reviewed drawings and application for a bluestone patio at a home on Duck Island. He reviewed plans and application for a building permit for erection of a masonry privacy wall at the property on Bevin Road. He responded to an Architect inquiry regarding zoning requirements for construction of a 3- car garage. He performed 10 inspections this month.

 

Conservation Board Chairman:  Marty Cohen noted that the board worked on an excavation permit for Sandpiper Farms.

Resolution (2018-83 Be It Resolved that the Village Board approves the budget transfers for the month of July 2018.

Resolution (2018-85) Be It Resolved, that the Mayor does hereby appoint the following uncompensated individual to the Planning Board, subject to board approval;

a.       John McGuire as member of the Planning Board for a five year term to end 7/1/2023.

Resolution (2018-86) Be It Resolved, that the Village Board does hereby approve the Village Clerk and/or Court Clerk to prepare an application to the 2018-2019 Justice Court Assistance Program (JCAP) grant for funding of court furnishings and equipment, not to exceed $30,000.00.

Resolution (2018-87) Be It Resolved that the Village Board does hereby approve the submission of the application from New York State Division of Homeland Security and Emergency Services for FEMA’s Mitigation Grant Program (HMGP) for a $25,000 grant to help fund an in-line check valve.

Resolution (2018-88)

WHEREAS, the Village of Asharoken (the “Village”) is in need for paving Asharoken roadways, and

                WHEREAS, the Board of Trustees finds that it is in the best interest of the Village to authorize the solicitation of bids for a paving project;

                NOW, THEREFORE, BE IT

                RESOLVED the Village Clerk is hereby authorized and directed to advertise for receipt of competitive bids required by Section 103-d of the General Municipal Law of the State of New York for paving work on Asharoken roadways in accordance with the specifications of the paving bid package filed with the Village Clerk; and be it further

                RESOLVED that the Village Clerk is hereby authorized to publicly open and read bids on set day in accordance with the “Notice to Bidders”; and be it further

                RESOLVED that the Village Clerk is hereby authorized to reject said bids for good and sufficient reason and to re-advertise same under the authority herein granted without further action of this Board.

Resolution (2018-89) Be It Resolved, that the Village Board does hereby approve the application for street work by National Grid to repair the gas leak in front of 178 Asharoken Avenue.

Resolution (2018-90) Be It Resolved, that the Village Board does hereby approve the application for street work by National Grid to install a 6” plastic gas main 85’ to 521 Asharoken Avenue; subject to a mark out of all utilities and drywells in the work area and an inspection of the road opening repair by our building inspector.

Resolution (2018-91) Be It Resolved, that the Village Board does hereby approve the adjustment to the fiscal year 5/31/2019 budget to increase the Start Income (A1000.000) for $1041.62 for Justice Court Assistant Program (JCAP) furnishings and increase the Municipal Court Capital Outlay Account  (A1110.200) for $1041.62.

Resolution (2018-92) Be It Resolved, that the Village Board does hereby approve the adjustment to the fiscal year 5/31/2019 budget to increase the Start Income (A1000.000) for $871.00 for Justice Court Assistant Program (JCAP) furnishings and increase the Municipal Court Capital Outlay Account  (A1110.200) for $871.00.

Resolution (2018-93) Be it Resolved, that the Village Board does hereby approve the removal of two trees by Ted McCarthy Landscaping for $325.00 within the village right-a-way near 117 Asharoken Avenue, both the building inspector and chairman of the Conservation Board have made a recommendation for removal of the trees due to the trees being a hazard to drivers and bicyclists.
