Mayor Letica requested, proof of publication, Village Clerk confirmed.

Mayor Letica reported, “There is nothing to report regarding the ASDRP.  The ACOE is still reviewing the public comments.

Last Friday the next section of the Village’s long term paving plan was completed.  The section between approximately 160 Asharoken Avenue and 224 Asharoken Avenue was milled and re-paved.  This brings the total amount of re-paving over the last three years to approximately 1.4 miles.  Asharoken Avenue will be re-striped in the upcoming weeks.

The Village is awaiting a final decision on the $50,000 SAM grant it applied for to continue with the project.  The Village received initial approval and is just awaiting final confirmation.

The Village is moving forward with purchasing two new police vehicles to replace our two 12 year old vehicles.  The upgrading of your police fleet should allow the Village to be in good shape car wise for the next 10 years or so.

On Memorial Day I represented the Village at the American Legion’s Ceremony, the highlight was a terrific speech from Lieutenant Mudge who was a young woman from Commack.  She was an Army helicopter pilot and now an Army Fixed Wing pilot.  It was great to see someone her age accomplish what she has done and help defend this country and support the values that make America the great country that it is.

Finally, I would like to congratulate John Press.  John who lives on North Harbor Road in the village was named Nassau County Volunteer lawyer of the year.  John is just another example of how our neighbors are working to help the less fortunate. 

 

Trustees:

Deputy Mayor Pierce reported that she attended the Long Island Water Conference in Farmingdale and attended Eaton’s Neck Home Makers group.  She reviewed the minutes, vouchers and noted that several plant donations from residents and members of the Garden Club.

 

Trustee Ettinger he noted that he spent time with Officer in Charge Ray Mahdesian for bids for the second police car.  He reported that they went out for bid for the materials for the police cars and reviewed the bids.  He noted that he worked on the newsletter that was mailed out last month.  On May 25th he attended monthly court session, on June 2nd the Coast Guard change of Command Ceremony.  On behalf of the village the police department personally thanked both officers for their work.  He reviewed the minutes, correspondence and the vouchers.

 

Trustee Burke reported that she reviewed the minutes, the vouchers and completed working on the newsletter and thanked the residents who made contributions.  She thanked Ed Carr and Stephanie Quarles for their contribution.  She thanked Trustee Ettinger for his work on the layout and design.  She noted that she attended the ERB hearing on May 23rd and reviewed correspondence from village residents on the dock applications.

 

 Village Attorney:  Bruce Migatz reported that the Zoning Board met on May 16th to discuss an application located at 516 Asharoken Avenue for a side yard variance request for a second story addition to an existing house and that application was granted.   The Planning Board did not meet in May.  He noted with regards to Duck Island subdivision tranquility plat the Village received comments from VHB engineering on June 1st the comments were sent to the applicant’s attorney which included a few minor items that need to revise per VHB’s recommendation.  Once it is re-submitted the Planning Board will resume the public hearing.  The ERB did meet on May 23rd; two dock applications are pending 255 and 241 Asharoken Avenue.  The ERB requested the applicant submit additional plans and information in response to various concerns from residents in attendance. Assuming the plans and information is submitted by June 27th the ERB will meet again to continue the hearing.

 

Officer-In- Charge:   Officer-In-Charge Ray Mahdesian reported that the village had 45 summonses and 5 arrests this month.  He noted that the department is spending time preparing for the 4th of July.  He noted that the department has commenced marine patrol. 

 

Superintendent of Building:  Doug Adil reported that he performed twelve inspections.  He reviewed drawings on a home on Bevin Road. He reviewed construction drawings for alterations to an existing accessory structure. He reviewed an engineer report for a newly constructed wall on Asharoken Avenue. He attended the ERB hearing regarding dock applications for two properties within the “Ida Smith” area. He reviewed plans for interior structural alterations for a home on Cove Road.  He reviewed construction drawings for a new accessory structure on Asharoken Avenue; plan status was “Do Not Proceed”.

 

Treasurer: Emily Hayes reported on the vouchers for the month of May which were $47,193.97, these vouchers are split between the prior year and the current year.

 

Conservation Board: Marty Cohen noted that he noticed that Sand Piper Farm installed “No Loitering signs”.

 

Sanitation: Barry Bradley reported that Big Blue is running well, trash total was 27.1 tons, single stream 7.65 tons for a total of 35.64 tons and a monthly cost of $2,216.24.  Barry introduced the Village’s new employee Eric Flood as a back-up sanitation operator.

Resolution (2016-70) Be It Resolved, that the Village Board does hereby approve the vouchers for the month of May 2016 in the amount of $47,193.97.

Resolution (2016-71) Be it Resolved, that the Mayor does hereby appoint Joseph D’Alessandro as a Part-Time/Seasonal Police Officer for the Village of Asharoken, effective immediately, subject to Board approval.

Mayor Letica made a motion to approve, seconded by Deputy Mayor Pierce.

Trustee Ettinger commented on the need to add a part-time police officer to help with staffing the police force. There is no additional cost by adding a new part-time officer.  Trustee Burke asked if the new police officer is trained to drive the police boat.  Trustee Ettinger noted that he can be trained.  Mayor Letica noted that Officer D’Alesandro is well trained in medical emergencies as well as training new officers for such emergencies.

Resolution (2016-72) Be It Resolved, that the Village Board does hereby rescind resolution (2016-38) and hereby authorizes the purchase of a new police vehicle (2016 Chevrolet Tahoe) from Buzz Chew Chevrolet Cadillac, Inc. in the amount of $36,737.00 through the New York State General Services #PC67200 pursuant to General Municipal Law 104 to replace A-2 2004 Chevrolet Tahoe.

 

Mayor Letica made a motion to approve, seconded by Trustee Ettinger.

Trustee Ettinger noted we were going to use the process of advertising the bids, but we were allowed to use the bidding process through NYS General Services.  We are replacing the Chevy Tahoe which is 12 years old as well as the Grand Cherokee Jeep which is 12 years old. Both are older vehicles, and are used during storms, and due to their use and age incur higher repair costs.

Resolution (2016-73) Be It Resolved, that the Village Board does hereby approve the purchase of equipment, installation, graphics for the new police vehicle and the cost to decommission the 2004 A-2 Chevrolet Tahoe police vehicle from Sagamore Lights, in the amount not to exceed $10,600.00.

Resolution (2016-74) Be It Resolved, that the Village Board does hereby approve the purchasing of a second police vehicle (2016 Chevrolet Tahoe) from Buzz Chew Chevrolet Cadillac, Inc. in the amount of $36,724.49 through New York State Office of General Services Contract #PC67200 pursuant to General Municipal Law 104 to replace A-3 2004 Grand Cherokee Jeep.

Resolution (2016-76) Be It Resolved, that the Village Board does hereby authorize the advertisement of the sale of the village police vehicles (2004 Chevrolet Tahoe and 2004 Grand Cherokee Jeep), on NYCOM marketplace, Craig’s List, village website and paper of record with a minimum bid for each police vehicle of $3,000.00 each, all costs for removing and transporting will be the responsibility of the buyer,

NOW, THEREFORE, BE IT

                RESOLVED the Village Clerk is hereby authorized and directed to advertise for sale the police vehicles; and be it further

                RESOLVED that the Village Clerk is hereby authorized to publicly open and read bids on set day in accordance with the “Notice to Bidders”; and be it further

                RESOLVED that the Village Clerk is hereby authorized to reject said bids for good and sufficient reason and to re-advertise same under the authority herein granted without further action of this Board.

Resolution (2016-81) Be It Resolved, that the Village Board does hereby approve the purchase of an HP ProDesk Windows 7/10 Professional computer, LED monitor 21.5”, MS Office 2016 package, includes Axe office set-up and onsite setup and transfer of all data from old XP PC to new PC for treasurers desk from AXE Creatives for $1,425.00.

During public session, four questions were presented.

1.    Question about the purchase of two new police vehicles. 

2.    Question about changing the format of the meeting agenda.

3.    Question on the ASDRP update and what the next step is.

4.    Question on the progress regarding the concrete groins on the Sound Side beach.
