Mayor Letica asked if the publication was approved, Village Clerk indicated that it was approved.

Mayor’s Report

 

Mayor Letica welcomed everyone.  He thanked his wife Linda for all her support.  He thanked Mayor Irving for her nine years of service to the village, five years as trustee and four years as Mayor.  He noted that she was dedicated and hard working and gave up countless hours from her family he then presented a proclamation, which was read by Village Clerk Nancy Rittenhouse.  Former Mayor Irving was unable to attend.

 

Mayor Letica thanked Trustee Affrunti who retired this year and noted that Joe Affrunti was a trustee for four years; one of his many accomplishments was securing a grant for a new village police boat.  Mayor Letica indicated that Joe will be staying on as the village harbormaster.

 

He noted that Jack Condon, the village assessor had retired and thanked him for his service to the village.  He noted that Village Attorney, Ken Savin was not going to be with us anymore, he thanked both of them for their service.  He thanked Denise DeAcetis for her time on the Conservation of the Environment Board.   He noted that Peter Masterson’s term on the Planning Board had expired and he will not be rejoining the planning board. Mayor Letica noted that Pete Masterson has been an amazing Village Trustee, Police Commissioner and Planning Board Member.

 

Mayor Letica thanked Deputy Mayor Tilleli for his time as Highway Superintendent.  He congratulated Mel Ettinger and Joe Tilleli on winning their election. Mayor Letica noted that most of the appointments will be holdover appointments and indicated that he is not planning on appointing a village attorney tonight and needs additional time. He noted that he is looking for a village attorney that can provide excellent legal advice but at an affordable cost.  He proposed to the board that the net savings of hiring a different attorney should be allocated to the Village Hall Expansion fund. 

 

Bevin Road Flooding Program: Mayor Letica noted that immediately he will be assigning several people to work on this program and come up with a solution.  The members will be Tony Wenderoth and Andy Mendelsohn as well as the expertise of the Huntington Engineering Department.

 

Village Hall Restructuring: Mayor Letica noted that he has compiled a group to begin researching a plan that includes green energy and affordability.  He noted that the individuals on the committee are John Ross, Doug Adil, Nancy Rittenhouse, Ray Mahdesian and Richard Pandolfi.  Mayor Letica thanked Mel Ettinger for all his efforts for organizing the initial funding for the Village Hall.

 

Open Government: Mayor Letica noted that he intends to have the agenda available on the website prior to the board meeting as well as future fiscal year detailed budgets prior to a public hearing.  He thanked Steve Trombetti and Eric Maffei for all their efforts and amazing work they do with the website.  He is encouraging all residents to supply their email addresses to the village in order to increase the level of communication.

 

Mayor Letica noted that he attended the Beaches to Bays Gala from the Nature Conservancy and met with Randy Parsons who is head of the Open Space preservation for the Nature Conservancy. 

 

Mayor Letica wished everyone a wonderful Fourth of July and noted that our bonfires are a long time tradition and encouraged everyone to use extreme caution.

 

Nancy Rittenhouse, Village Clerk read the proclamation for former Mayor Patricia Irving.

 

Trustee Reports:

Deputy Mayor Tilleli congratulated Mayor Letica on winning the election. He noted that he looks forward to working with Mayor Letica and helping move the village in the right direction that benefits all of our residents. He congratulated Trustee Ettinger.  He thanked all the residents for supporting him during the election.  He thanked former Mayor Irving for her nine years of dedicated service and noted that he enjoyed working with her.  He reported on the completion of the striping of Asharoken Avenue and thanked the police department for their participation along with Mel Ettinger for his assistance on this project.  He wished everyone a happy and safe Fourth of July.

 

Trustee Pierce congratulated Mayor Letica and to Mel Ettinger and Joseph Tilleli.  She thanked former Mayor Irving for her past nine years of service.  Trustee Pierce reported that she attended all the court sessions and assisted on the striping project and reviewed the bids on the catch basin clean out quotes.

 

Trustee Catanzano congratulated Mayor Letica, Mel Ettinger and Joseph Tilleli on winning the election.  He thanked Mayor Irving for her service to the Village of Asharoken.  He reported that he attended the Blessing of the Fleet and reviewed the monthly vouchers.

 

Trustee Ettinger reported as Deputy Police Commissioner he spent a great amount of time working on the preparation of the Fourth of July event.  He noted that a great deal of planning took place and every possible contingency that the department can think of was covered.  He noted that the police department will be fully staffed day and night and that officer- in-charge Ray Mahdesian will provide greater details in his report.  He then congratulated Mayor Letica and Joseph Tilleli and thanked everyone who voted for him.  He noted that he will continue to work very hard to solve the issues that come forward and that he will work tirelessly and cooperatively and will work in a united way with Mayor Letica and all the trustees and most of all with all the residents of this great village.  He thanked former Mayor Irving and Trustee Affrunti for their time and effort and accomplishments that they have made.  He thanked his wife, Joan for all her support over the past several months.

 

Officer-in Charge:  Officer- in -Charge Ray Mahdesian reported that he has served under six Mayors throughout his time working for the village.  He noted that he remembers Mayor Letica as a young fellow and was very fond of him and that the police department looks forward working with Mayor Letica and are happy to serve.  He reported that he attended a meeting at the Town of Huntington and noted that the sign positioned at the top of the hill will be used to re-direct traffic.  He reported that the department rented street lighting to be positioned at the sea wall area and the top of Asharoken Avenue and that the department is fully prepared for the Fourth of July event.  He reported that the police department issued 70 water–ski permits this season thus far.  He noted that the department marine unit participated in Operation Dry Water 2012 on June 22nd through June 24th looking for intoxicated boaters.  In addition a note of appreciation was received from a family of a resident who was assisted by the Asharoken Police during a medical emergency.  He reported that no reported burglaries occurred in the village this month.

 

Treasurers Report: Treasurer, Emily Hayes reported that approximately $76,000.00 of real property taxes is still outstanding and will be collected in the next several months.  She noted that the village received $3,025.00 this month for FEMA reimbursement and approximately $14,300.00 is still outstanding.  The starting opening cash balance for our fiscal year beginning 6/1/2012 is $271,000.00.  Several larger expenditures were paid this month, such as $8000.00 to Pyro Engineering Inc. for the remaining balance for the fireworks display and $6792.00 for two months of sanitation bills to the Town of Huntington.  All other invoices were reviewed by Trustee Catanzano.  The monthly vouchers were $62,348.25, a separate resolution was recorded along with the related budget transfers.  

Sanitation: Barry Bradley congratulated Mayor Letica and Mel Ettinger and Joseph Tilleli.  He reported that the trash pick- up was 30.38 tons and comingled 2.58 tons and news and cardboard 4.13 tons for a total of 37.09 tons.  Big Blue is running well.

 

Emergency Management:  Bill Raisch, Emergency Manager thanked Mayor Letica and he noted that he appreciates the opportunity to serve as Emergency Manager and thanked former Mayor Irving for the opportunity to serve as well in the prior administration.  He reported that in terms of emergency management there will be two key elements happening.  Bill noted that he will be reaching out to the newly elected trustees and other key officials and the board to discuss their role in emergency management and the village emergency plan.  He noted that he will have a severe weather table top exercise for the board and officials to participate in.  Mayor Letica asked when he plans to set up the exercise, and Bill Raisch noted that he will poll the committee via email to determine which dates in the latter part of July or early August would work best for everyone.

 

Superintendent of Buildings Report: Doug Adil, building inspector congratulated Mayor Letica and Mel Ettinger and Joseph Tilleli.  He reported that he performed several plan reviews with builders and homeowners offering advice and code information.  He reported that he has reviewed 8 projects this month.  Several of the projects are getting close to issuing a Certificate of Occupancy.

 

Zoning Board of Appeals:  Anna Pollaci, ZBA chairperson reported that there is nothing new to report this month.  All decisions have been filed with the village clerk, with the exception of the Morris application and the ZBA board is waiting for the final transcript from the stenographer.

 

Resolution:

 

Resolution (2012-33) Be It Resolved, that the Village Board, does hereby authorize the board to accept the certification of the 2012 Election results for (Mayor) Greg D. Letica having 230 votes, Patricia Irving having 165 votes, (Trustees) Melvin Ettinger having 245 votes, Joseph Tilleli having 240 votes, and (3) write-in votes for Avrum Golub, (2) write-in votes for Andrew Mendelsohn and (2), write-in votes for Drew Mendelsohn and (1) write-in vote for John Wachter.

Resolution (2012-35) Be It Resolved that the Mayor of the Village of Asharoken does hereby appoint Nancy Rittenhouse as the Village Clerk for the Village of Asharoken for a two year term to end July 2014 at an annual rate of $52,000 plus usual benefits, subject to board approval.

Reolution (2012-38) Be It Resolved, that the Mayor of the Village of Asharoken, does hereby appoint Laurie Nolan as Village Special Assistant District Attorney for the Village of Asharoken at an hourly rate of $200.00.

Trustee Catanzano noted that he feels there is a conflict of interest since Laurie Nolan represents National Grid in an effort to construct a community center for the Town of Huntington on the Asharoken border line and Trustee Catanzano pointed out that the village officials were not allowed to attend these meetings.

A request from Trustee Catanzano was made to add the following statement to the minutes on 8/6/2012 “Trustee Catanzano noted that he feels there is a conflict of interest since Laurie Nolan is representing the Town of Huntington in the National Grid lawsuit, as the hired, paid, attorney working for the Town-not the village, also representing the Town on land they own next to the village Nature preserve which could possibly be developed as a community center among other possibilities. Our government officials were excluded from these meetings”.

Resolution (2012-41) Be It Resolved, that the Mayor hereby appoints the following uncompensated individuals to the Zoning Board of appeals committee, subject to board approval:

a.       Russell Matthews as a member of the Zoning Board of Appeals to take over the remaining term of Melvin Ettinger to end 7/1/2015.

b.       Russell Matthews as Chairperson of the Zoning Board of Appeals for a one year term to end 7/1/2013.

c.       Anna Pollaci as a member of the Zoning Board of Appeals to take over the remaining term of Heidi Hayden to end 7/1/2014.

Resolution (2012-44) Be It Resolved, that the Village Board does hereby designate the official newspaper of record for the Village to be (The Observer).

 

Motion was made by Mayor Letica, no one seconded. Mayor Letica asked for an alternative Newspaper, the Times of Northport was put forth.

Resolution (2012-46) Be It Resolved, that the Village Board, does hereby approve the authorization for the Village Treasurer and/or Village Clerk to transfer funds from the main Money Market Account to the General checking account in order to pay monthly vouchers approved by the Board of Trustees and payroll account in order to pay bi-monthly payroll.

Resolution (2012-47) Be It Resolved, that the Village Board, does hereby authorize the use of Village Hall once a month by the Garden Club and once a year for Parking Lot 13’s annual meeting.

Trustee Catanzano noted that he wants to be notified of the annual meeting and to be able to observe Parking Lot 13’s annual meeting as well.

Resolution (2012-48) Be It Resolved, that the Village Board, does hereby authorize the allocation of the following funds ($8000.00 for General Police, $3,000.00 for Marine, $4000.00 for Sanitation, $5,000.00 for Highway, and $10,000.00 for Unpaid benefits, and $49,500.00 for Infrastructure) from our General Account (Unreserved fund) to our money market account (Reserve fund) for fiscal year-end 5/31/2013.

Resolution (2012-49) Be It Resolved, that the Village Board, NY in regular session duly convened does hereby authorize the Mayor to sign the MS4 Annual Storm Water report for period ending 3/9/2012.

 

Mayor Letica noted that as the Mayor he will sign the annual stormwater report, but will sign a letter disclaimer noting that he is not responsible for the content of the report.  Trustee Ettinger noted that he has no knowledge of the annual report and abstained.

Resolution (2012-50) Be It Resolved, that the Village Board, does hereby approve entering into a contract with APEX consulting services for the lease of a sharp copier, to include all parts, labor, unlimited service calls, copies in excess of 200,000 would cost .015 per copy for a five year term and all supplies at $250.00 per month. (Savings $1344.00 per year) subject to review by an attorney.

Resolution (2012-51) Be it Resolved, that the Village Board, does hereby approve the services of E-Z Cesspool, sewer and drain for drywell cleaning for the Villages’ eight catch basins and one leaching pool the cost to pump, clean and remove all debris is $2,950.00.

Public Session:

A resident asked when Mayor Letica will be attending the NYCOM training session.  Mayor Letica indicated that he has been reviewing the material that is included in the NYCOM training book and plans to attend the NYCOM workshops.

A resident asked what the “Roberts Rules of Order” is and Mayor Letica and Trustee Ettinger explained the procedures but the resolution was just officially accepting the “Robert rules of Order”.

A resident asked about the Zoning Board Chair, and indicated that since the chair is not a full year resident, asked if the board can have a co-chair on the ZBA board.

A resident asked how we will find out if the fireworks event is cancelled.  Joe Affrunti explained that it will be noted on the website.

A resident inquired about certain areas where a dog walker can walk his/her dog without a leash. Mayor Letica noted that he will discuss further with Officer Mahdesian and also indicated that the board is working towards getting the code book on the website to make everyone aware of the village code.

A resident asked about the roles of the appointed Special District Attorney, Mayor Letica indicated that her role is to represent the village in village court.  A retainer is being drawn up and will be reviewed by the Board of Trustees. The rate is $200.00 an hour consistent with the previous attorney.

A resident asked if regular bicycles are allowed on the beach, Mayor Letica indicated that they are allowed, but motorized vehicles are not.

 

Mayor Letica closed the Public Session.

 

Village Clerk, Nancy Rittenhouse requested approval for a tent permit for Mr. Wallace at 216 Asharoken Avenue for July 4th, 2012.

Mayor Letica made a motion to approve, seconded by Deputy Mayor Tilleli.
