Mayors Report:

Mayor’s Report;” The Village has made good progress in getting a new outboard motor for the police boat.  We solicited three quotes from local Yamaha dealers and sent them to the NYS Department of Parks and Historical Preservation.  We heard back from Chris Fallon, the Director of Marine Services, yesterday informing us that they are processing the lowest quote from KG Marine.  The Village expects to have the boat repowered and in the water by Memorial Day weekend.  The engine will be provided to the Village at no cost by NYS.  I would like to thank Harbormaster Joe Affrunti for the great job he did to secure the new engine for Asharoken.

 

On January 17th the Village opened bids for a new police car and RFPs for a new check valve by village hall.  The two car bids were $100 apart and the winner was Huntington Jeep Eagle.  The new car will be paid for from an insurance settlement to cover the old vehicle was totaled in an accident last fall. The lowest check valve RFP went to Du All Industries.  This company previously installed the first check valve in the road drainage pipe in 2017. It is very helpful that they are familiar with the layout of the drainage pipes and we expect the valve should be installed with 4-6 weeks.  75% of the cost of this project, $17,450, will be paid by a DHSES grant from NYS.  The village will be saving $13,100. The Village expects that once the valve is installed the back flooding of Asharoken Avenue near Village Hall from high tides and storm surges should be dramatically reduced.

 

The Village continued to work with Senator Gaughran’s office on the DASNY grant application for the restoration of the beach dune.  The Village expects to get the application in about 2 weeks.  Once the grant is approved the Village will work within the NYSDEC permit timeline.

The Village received an award through JCAP of approximately $500 to pay for a new table for the court room.  The Village also received notice that it will receive Public Safety Sharing revenue of $58,489 sometime this month.

The Village instituted the twice monthly court sessions this month to comply with the new NYC criminal justice reform law.  The new system is working very well; court is running very smoothly and also should reduce the cost for the Village.

 

Trustees:

Deputy Mayor Pierce reported that she reviewed the minutes, monthly vouchers, police report and information on commercial parking.

 

Trustee Ettinger reported that he worked with Officer-in-Charge Mahdesian on police matters. He noted that he worked on the court system and that two court sessions per month will be scheduled. He noted that he worked on the police fiscal budget for 5/31/21, reviewed the bids for the police vehicle, correspondents; FOIL’s, minutes and monthly vouchers.

 

Trustee Burke reported she reviewed police report, monthly vouchers, minutes, resident correspondences, proposed commercial parking information and the concerns on the recent sand placement.

 

Trustee Jablonski reported that he reviewed the minutes, monthly vouchers, police report and reviewed the commercial parking information.

 

Village Attorney: Attorney Migatz had nothing to report for the month of January.

 

Village Treasurer: Emily Hayes reported that the vouchers for the month of January were $46,894.84.  Included in the vouchers is the invoice from the Town of Huntington for $10,575.38. There are five parcels yet to pay their real estate taxes. There will be a separate resolution to approve the vouchers and budget transfer for the month.

 

Police Report: Officer Mahdesian reported that the department had a safe month. We had one automobile accident involving a deer and Suffolk County police car. The department issued 21 traffic summons and no arrests this month.

 

Sanitation Operator: Barry Bradley reported that big blue is running well. Total tipping fees for the month of January were $1644.80. Trash tonnage 20.56, paper & cardboard 2.58 tons; glass .51 tons, plastic and metal 1.31 tons.

 

Building Inspector: Doug Adil  reported on the following; he re-reviewed an as –built survey for an installed pool the survey showed correct dimensions and location of the pool; reviewed drawings for installation of driveway pavers and drywells, met with an architect for 284 Asharoken Avenue, reviewed construction drawings for 225 Asharoken Avenue; reviewed revised plans for a front deck and followed up with questions from a homeowner interested in building a second story to his home; performed 12 inspections.

 

Chairman of the Conservation Board: Marty Cohen was absent.

 

Resolution (2020-09) Be It Resolved, that the Village Board approves the budget transfers for the month of January 2020.

Resolution (2020-11) Be It Resolved that the Village Board does hereby appoint a committee of the Board of Trustees to include, Mayor Letica, Deputy Mayor Pierce, Trustee Ettinger, Trustee Burke, Trustee Jablonski and Assessor Paul Wotzak  as the Board of Assessment Review for the purpose of reviewing any complaints regarding the 2020/2021 assessments filed on or before Grievance Day, February 18th, 2020 and to be reviewed during the hours from 12:00pm to 4:00pm at Village Hall, One Asharoken Avenue, Northport, NY 11768.

Resolution (2020-12) Be It Resolved, that the Village Board does hereby approve the proposal for engineering services from Newport Engineering, P.C. for repaving a portion of Asharoken Avenue from Village Limit (Village Hall) to south end of Duck Island Lane for an engineering fee of $4,000.00 and between house numbers #355-501 and shoulder area between house numbers #413-#475 Asharoken Avenue for an engineering fee of $4,000.00, Attorney Migatz approved as to form.

Resolution (2020-13)

WHEREAS, the Village of Asharoken (the “Village”) is in need for paving Asharoken roadways, and

                WHEREAS, the Board of Trustees finds that it is in the best interest of the Village to authorize the solicitation of bids for a paving project;

                NOW, THEREFORE, BE IT

                RESOLVED the Village Clerk is hereby authorized and directed to advertise for receipt of competitive bids required by Section 103-d of the General Municipal Law of the State of New York for paving work on Asharoken roadways in accordance with the specifications of the paving bid package filed with the Village Clerk; and be it further

                RESOLVED that the Village Clerk is hereby authorized to publicly open and read bids on set day in accordance with the “Notice to Bidders”; and be it further

                RESOLVED that the Village Clerk is hereby authorized to reject said bids for good and sufficient reason and to re-advertise same under the authority herein granted without further action of this Board.

Presentation of the Police Car bids to the Board of Trustees:

The Competitive sealed bids for a 2020 Dodge Durango Pursuit Patrol Vehicle were publicly open and read out loud at 2:00pm January 17th, by Village Clerk Nancy Rittenhouse. Officer–in- Charge Ray Mahdesian and Mayor Greg Letica were present during the bid opening.

Bids:

Huntington Jeep Chrysler, Inc. $30,897.00

Robert Green Auto Truck Inc. $30,987.00

The competitive bid process closed at 2:05pm.

 

Resolution (2020-14)

                WHEREAS, the Village Board of the Village of Asharoken has solicited sealed competitive bids for purchasing a 2020 Dodge Durango Pursuit Patrol Vehicle, said bids being returnable to Village Clerk’s office by 2:00pm on January 17th, 2020, to be publically opened and read out loud.

                WHEREAS, Huntington Jeep Chrysler, Inc., Inc. duly submitted such a bid at said time and place in the amount of $30,897.00.

                WHEREAS, the Board of Trustees reviewed the bid and finds the bid to be in full compliance with the bid specifications, and

                WHEREAS, the Board of Trustees finds Huntington Jeep Chrysler, Inc. to be the lowest responsible bidder, and,       NOW THEREFORE BE IT RESOLVED that the Village Board does hereby award the purchase agreement to Huntington Jeep Chrysler, Inc., and

                NOW THEREFORE BE IT FURTHER RESOLVED that the Mayor is hereby authorized to sign the purchase agreement in the form set forth in the bid specifications for the 2020 Dodge Durango Pursuit Patrol Vehicle for the purchase price of $30,897.00.

Presentation of the In-line Check Valve proposals to the Board of Trustees:

The proposals for Storm Drain Manhole modification were publicly open and read out loud at 2:00pm January 17th, by Village Clerk Nancy Rittenhouse. Officer-in-Charge Ray Mahdesian and Mayor Greg Letica were present during the proposal opening.

Bancker Construction Corp. $26,800.00

The proposal process closed at 2:05pm.

 

Resolution (2020-15) Be It Resolved that the Village Board authorizes the Mayor to sign the contract between the Village of Asharoken and Du-All Industries for the purchase and installation of the in-line Check Valve according to the specifications noted in the proposal for a cost of $14,450.00.

Resolution (2020-16) Be It Resolved, that the Village Board does hereby approve the technology proposal from Axe Creatives for the purchase of two (2) HP computers with windows 10, one (1) monitor, one (1) updated firewall appliance to support all department computers  and set up and configuration for a total cost of $3,532.00.

(Officer O’Connor received replacement computers from the State, to replace 2015 windows 7 computers that are not supported since 1/14/2020 at no cost. Once we replace the 11 year old (2) Village office computers with windows 10 and the new firewall we will be fully compliant).

NOW, THEREFORE, this Board, pursuant to Article 14 of the Real Property Tax Law of the State of New York, determines to collect the amount of such unpaid taxes levied or assessed for the year 2019/2020 by a tax lien sale in accordance with procedures authorized by the Board of Trustees in the manner and after the form and resolution, certified by the Clerk, shall be transmitted forthwith to the Treasurer of the Village with the account, affidavit, and certificate of such unpaid taxes and is authorized and directed to cause to be published in the official paper of the Village, once each week for three consecutive weeks, a list as shown in the tax roll, with the amount of the tax, penalties, and charges thereon, excepting there from such parcels of property on which the Village holds and owns one or more unredeemed certificates of tax sale; and also a notice  that the said real estate will, on a day subsequent to the expiration of said three weeks to be determined by said Village Clerk and specified in said notice, be sold at a place in said Village to be designated by said Village Clerk, to discharge the tax, penalties, and charges aforesaid, which may be due thereon at the time of such sale, and that the said Village Clerk, at the time and place specified in said notice, proceed with the sale of said real estate upon which such taxes are unpaid, as set forth above, and continue the same from day to day until the sale is completed.  That such real estate shall be sold subject to any unpaid assessments thereon levied by the Village of Asharoken and also subject to any unpaid tax liens purchased and held by the Village.

 

AND BE IT FURTHER RESOLVED, that in all cases where no bid shall be made on a lot or parcel of land so offered for sale for an amount sufficient to pay the said tax, penalties, and charges, the said premises shall be deemed to have been sold to and purchased by the Village of Asharoken, New York

The Village Clerk has advised that the tax sale referred to in the foregoing resolution would be held on Tuesday, March 10, 2020, at 10am to 12 noon, at the Village Hall, 1 Asharoken Avenue, Northport, New York, and that publication of the list of properties to be sold would commence on or about February 13, 2020, and be it further resolved that the Village Board reserves its right to authorize and direct the Village Treasurer on behalf of the Village to reject any and all bids for parcels of lands listed in the annual tax lien sale to be held as set forth herein and, and to bid in and purchase if necessary the same for the Village.

AND BE IT FURTHER RESOLVED, that the Village Board reserves the right to withhold any and all said tax liens from sale and/or to cancel said tax lien sale.

Old Business: Commercial Parking

Mayor Letica noted that the board has been working on the commercial parking; he noted that it is clearly more complicated and the board needs to be respectful to all residents. The nature of the village is that we have different size lots and approach this very carefully and not be overly restrictive. The board will continue to work on it this month.

No new business was put forth.

 

Public Session:

1.       A resident asked about the two paving projects; National Grid will be installing a new gas pipe line and will pay for mill and repave after their work is complete. The second paving project will be from 355 Asharoken to 501 Asharoken this will be managed by the Village.

2.       A resident asked how far the new paving will be; to 501 Asharoken Avenue.

3.       A resident noted that the gas line in Huntington was trenched.

4.       A resident asked about the spot flooding, Mayor Letica noted that the spot flooding will be addressed during this project.

5.       A resident asked about the gas hook up; Mayor Letica noted that NG will be organizing the hook-ups; the process should take approximately 2-4 hours time.

6.        A resident read a message regarding skeet shooting and noted her concerns about the guidelines and rules.

7.       A resident noted that the resolutions are not consistent regarding skeet shooting. She noted that skeet shooting does not say anything about the noise it’s contradictory and laughable.

8.       A resident asked about the paving near the beach lots; the village indicated that the apron will be reworked similar to what exists today.
