Mayor’s Report;” On September 6th at 2PM the Village opened the bids for its next section of road resurfacing from 232-355 Asharoken Avenue.  Also included in this project will be a repair to Bevin Road near Kew Court. The lowest bidder was Posillico who has done work for the Village several times before.  The Village was able to get Posillico to lower its price by $4000 and also agreed to stripe the repaved section of road.  The bulk of the cost of this project will be paid for by a $50,000 grant that NYS Senator Carl Marcellino was instrumental in getting for the Village and accumulated CHIPS money. The net cost to the Village of this $115,650 project will be approximately $11,500 and that the money is in a highway reserve account.

 

On Saturday September 22, the Village held its Annual Coastal Cleanup. Over 200 volunteers participated and collected debris from Crab Meadow Beach to Hobart Beach filling a 20 yard dumpster, donated by the town of Huntington. The Coastal Cleanup event has really made a significant difference and continues to improve the marine environment.

 

I would like to thank the following residents for a fantastic job organizing and running the event; Deb Masterson, Cathy Zimmermann, Lucy & Matt Davies, Karen & Eric Flood, Michele & Joe Tilleli, Deputy Mayor Pam Pierce, Peggy Greenlees, Tracy Ayer, Joan Ettinger and Trustee Mel Ettinger. The Coastal Cleanup involves many levels of responsibility and our volunteers do an amazing job at making it a truly successful event for parents and especially students in our community who look forward to this event for community service credit. We thank all of you.

 

I would also like to thank Town of Huntington Supervisor Chad Lupinacci, Deputy Supervisor pat DelCol and Director of Maritime Services Ed Carr for their contribution to the event. For the last six years the Town of Huntington provided the 20 yard dumpster for the collected debris and opened up the pavilion at Asharoken Beach for our volunteers. Thank you for sharing your services with the Village.

 

Trustee:

Deputy Mayor Pierce noted that on September 5th she attended a council meeting honoring Officer Lynn and Officer Cox. She attended two shared service meetings, the Cow Harbor Celebration, she volunteered with the Coastal Clean-up event and on September 26th she attended a meeting with Suffolk County Legislator Spencer, Supervisor Lupinacci along with Village officials discussing regional issues.  She reviewed the minutes and vouchers.

 

Trustee Ettinger noted that he attended the award presentation at the Town Hall where both Officer Lynn and Officer Cox received a proclamation and recognized for their role in rescuing a paddle boarder in distress. On September 16th he attended the Cow Harbor Celebration and on September 22nd he volunteered with the Coastal Clean-up, reviewed the paving bids, minutes, FOIL’s and payment vouchers.

 

Trustee Jablonski reported that he reviewed the minutes and vouchers for the month.

 

Village Attorney:  Bruce Migatz reported that the Zoning Board met on September 25th for an application from Mr. & Mrs. Caperna located at 114 Asharoken Avenue for a Special Use Permit for Accessory dwelling and that was granted.  The Planning Board did not meet in September. The ERB did not meet in September and no decisions yet, on the Article 78 challenging the dock permit denial.

 

Village Treasurer: Emily Hayes Treasurer reported that the vouchers for the month of September $34,434.91. The AIM payment was received.  There will be a separate resolution to approve the vouchers and budget transfers.

 

Officer-In-Charge:   Officer Ray Mahdesian reported that there were 2 arrests and 49 summonses.  On September 11th the police assisted the removal of three pigs washed up on the Asharoken shore line. He noted that on the same day he received a call of a barking dog, the dog was stuck in the rocks by the seawall, the police eventually rescued the dog. Officer Mahdesian also thanked Conservation Board Chairman Marty Cohen for his assistance to identify the number of trees that were clear cut from a property in the Village. He also thanked Harbormaster Joe Affrunti.

 

Sanitation Operator: Barry Bradley reported that big blue is running well. Total tipping fees for the month of September were $1,937.60. Trash tonnage 24.22, Single Stream recycling tonnage 8.4 and yard waste tonnage .1.6 which included 19 residents.

 

Harbormaster: Joe Affrunti noted that we had a good season the police boat is out of the water as well as all the buoys and signs.  He recommended to the board that we should look into replacing the engine which is 14 years old.  He noted that the Town of Huntington who has two boats from Parks and Recreation has had their engines replaced at no cost.

 

Superintendent of Buildings: Doug Adil reported for the month of September that he reviewed plans for alterations to a home at 198 Asharoken Avenue, plans require additional information. Provided code requirements to an architect designing a three car garage, plan finalized and were approved. Reviewed plans for construction of a driveway and utility relocations for a home on Asharoken Avenue, plans were approved. He provided information to a new homeowner on Asharoken Avenue for driveway requirements on storm drainage. He performed 14 inspections this month.

 

Conservation Board Chairman:  Marty Cohen referred to Officer Mahdesian‘s report.

 

Resolutions:

Resolution (2018-101) Be It Resolved that the Village Board approves the budget transfers for the month of September 2018.

Resolution (2018-102) Be It Resolved, that the Village Board does hereby approve the vouchers for the month of September 2018 in the amount of $31,434.91.

Presentation of the Paving and Spot Reconstruction of Part of Asharoken Avenue bids to the Board of Trustees:

The Competitive sealed bids for Paving and Spot Reconstruction of Part of Asharoken Avenue were publicly open and read out loud at 2:00pm September 6th, by Village Clerk Nancy Rittenhouse. Officer Josephson was present during the bid opening along with two other individuals.

Bids:

Posillico Civil Inc. $117,650.00

Rosemar Contracting Inc. $123,321.00

Inter-County Paving $151,200.00

Pratt Brothers Inc. $162,455.00

The competitive bid process closed at 2:07pm.

 

Resolution (2018-103)

                WHEREAS, the Village Board of the Village of Asharoken has solicited sealed competitive bids for paving and spot reconstruction of part of Asharoken Avenue, said bids being returnable to Village Clerk’s office by 2:00pm on September 6th, 2018, to be publically opened and read out loud.

                WHEREAS, Posillico Civil, Inc. duly submitted such a bid at said time and place in the amount of $117,650.00.

                WHEREAS, the Board of Trustees reviewed the bid and finds the bid to be in full compliance with the bid specifications, and

                WHEREAS, the Board of Trustees finds Posillico Civil Inc. to be the lowest responsible bidder, and

                WHEREAS, the Village Board of the Village of Asharoken negotiated with the lowest responsible bidder (Posillico Civil Inc.) to reduce its bid of $117,650.00 for the paving and spot reconstruction of part of Asharoken Avenue bid by $4,000.00 and to include pavement markings for that part of Asharoken Avenue included in the bid specifications,

                NOW THEREFORE BE IT RESOLVED that the Village Board does hereby award the contract for the paving and spot reconstruction of part of Asharoken Avenue to Posillico Civil Inc. , and

                NOW THEREFORE BE IT FURTHER RESOLVED that the Mayor is hereby authorized to sign the contract in the form set forth in the bid specifications for the Paving and Spot Reconstruction of Part of Asharoken Avenue, amended to include pavement markings, between the Village of Asharoken and Posillico Civil Inc. for the contract price of $113,650.00.
