Mayors Report;” as I informed the residents earlier in the month by email, the NYSDEC has formally requested the ACOE to conduct a study of the seawall area and come up with a LPP for its restoration.  It is expected that it will take several months for the Village to learn if the ACOE will conduct the study.  If they agree to do the study we will find out how long that will take to complete at that time. On Friday, I will be meeting with Town of Huntington Councilman Ed Smyth and Councilwoman Joan Cergol to discuss the seawall and give them a site visit.

I am happy to report this evening that the Village has collected 100% of its taxes for fiscal year 2017-18.  I would like to thank Clerk Nancy Rittenhouse for an outstanding job getting the last couple of payments and obviating the need for a tax sale.

Asharoken installed an AED in the lobby of Village Hall during the month and tonight a training session for its use was conducted for the staff.  I would like to thank part- time Officer Joe D’Alessandro for installing the AED and assisting in the training.

On January 19th I met with Nick Desantis with Newport Engineering, and we took a ride down Asharoken Avenue to review the proposed paving project scheduled for early this spring.  Additionally, during the month I worked on the proposed budget for next year. And on Sunday January 28th I represented the Village at the Northport Chamber of Commerce annual lunch.  This event is well attended by local politicians and is a great place to do a little networking on behalf of the Village.  I also invited Town of Huntington Superintendent Chad Lupinacci to come to a future Board of Trustees meeting to introduce himself to the Village.

 

Trustee:

Deputy Mayor Pierce reported that she attended the special board meeting, reviewed the minutes for both meetings, and payment vouchers.

 

Trustee Ettinger reported that during the month he discussed police related matters with Officer-in-charge Mahdesian. Attending the special meeting on January 23rd, 2018, attended the training on the new AED, reviewed the minutes, FOIL’s and payment vouchers.

 

Mayor Letica thanked Trustee Burke for the Newsletter.

 

Trustee Burke reported that she worked on the newsletter last month reviewed the minutes and payment vouchers and participated in the AED training.

 

Trustee Jablonski reported that he reviewed the minutes the vouchers and worked with Duck Island Harbor Restoration Committee preparing a letter to request assistance for funding for core sampling of Duck Island Harbor from the Town of Huntington, and participated in the AED training.

 

Village Attorney:  Bruce Migatz was unable to attend the meeting, Mayor Letica read Attorney Migatz‘s report:

Zoning Board – met on January 23rd on the application of Bisson located at 23 Bevin Road. The board granted a rear yard setback variance for an outdoor kitchen. Planning Board – did not meet.

Brown v. Planning Board Article 78 Proceeding – conference was held with the Judge’s law secretary on January 25, 2018. Law secretary wanted to be sure she had received all submittals, which she did. No decision yet.

Giunta and Akeson dock permit applications. Village was served with an Article 78 proceeding challenging the denial of the permits. Attorney Migatz will be defending the Article 78. Return date of the petition is presently set for February 16, 2018.

 

Village Treasurer: Emily Hayes Treasurer reported that the vouchers for the month of January were $44,470.83. Nothing unusual to report, there is a separate resolution to approve vouchers and budget transfers.

 

Officer-In-Charge:   Officer Ray Mahdesian reported that the village had a crime free month, 29 summonses were issued.  The Village was awarded over $2,000 from the Justice Court Assistance Program; he thanked Officer Brian O’Connor and Village Clerk Nancy Rittenhouse for their work on the grant submittal.

 

Sanitation Operator: Barry Bradley reported that Big Blue is running well. The total trash tons was 23.50 tons, single stream 8.39 tons for total tonnage for the month being 31.89 tons.

 

Superintendent of Buildings: Doug Adil reported that he discussed wind loads in the 2015 Residential Code as it affects window design with a homeowner. He reviewed plans for renovations and additions at a home on Bevin Road. He wrote a revised inspection process summary sheet for homeowners and contractors. He reported on 13 inspections that were performed for the month.

 

Conservation Board Chairman:  Marty Cohen had nothing to report.

 

Resolutions:

Resolution (2018-10) Be It Resolved, that the Village Board approves the budget transfers for the month of January 2018.

Resolution (2018-11) Be It Resolved, that the Village Board does hereby approve the vouchers for the month of January 2018 in the amount of $44,470.83.

Resolution (2018-12) Be It Resolved that the Village Board does hereby appoint a committee of the Board of Trustees to include, Mayor Letica, Deputy Mayor Pierce, Trustee Ettinger, Trustee Burke and Assessor Paul Wotzak  as the Board of Assessment Review for the purpose of reviewing any complaints regarding the 2018/2019 assessments filed on or before Grievance Day, February 20th, 2018 and to be reviewed during the hours from 11:00am to 3:00pm at Village Hall, One Asharoken Avenue, Northport, NY 11768.

No New Business was discussed.

 

Mayor Letica opened up the meeting for public session.

During public session, five comments/questions were made.

 

1.      A resident commented that the Town of Huntington and the Town of Smithtown do not issue any deer nuisance permits after January 31st and asked why the village issued permits. Mayor Letica pointed out that the Village does not issue any permits relating to deer hunting, only the NYSDEC regulates deer hunting and issues permits.

2.      A resident commented on the newsletter and complimented Trustee Burke for her work on the latest edition.

3.      A resident commented that she prefers 7:30pm start time better than 6:30pm. A question was asked about a nuisance permit.

4.      A resident recommended setting up a cabinet to collect historical information.

5.      A resident asked why the board meeting time was changed to an early time.
