Mayor Letica reported, “At the end of April I had a phone conversation with Matt Chlebus from the NYSDEC.  Apparently the ACOE has still not gotten through all of the public comments to the TSP for the ASDRP.  Therefore they are pushing back their schedule of when they will require a response from the Village which they had originally said would be May 1st.

Along with Stormwater Superintendent Avrum Golub I attended a Northport Water Quality meeting at Huntington Town Hall.  The communities of Northport, Asharoken and Huntington are committed to work together to continue to improve the water quality of Northport Bay. Since pet waste is one source of nitrogen contamination of our waters both Northport and Huntington were impressed to see that Asharoken was considering a law that mandates disposal of pet waste.

The Village applied for a $50,000 SAM grant for continued road paving.  We have gotten a preliminary response and it appears that the Village will receive the grant in the upcoming months.  I would like to thank NYS Senator Carl Marcellino for supporting the Village in this application and of course Clerk Nancy Rittenhouse for doing all of the needed paper work.  The Village was hoping to re-pave a section of the road starting today, but due to the inclement weather it will be pushed back a few days.

The Arbor Day celebration on April 30th was a great success.  100 pitch pine saplings were handed out and two new trees were planted on the Village Hall grounds.  The cost of the trees and saplings was funded by a grant from the NYSDEC.  Thanks to Conservation Chair Marty Cohen and Clerk Rittenhouse for their hard work to secure this very needed grant and organizing the event.  The initial phase of landscaping at Village Hall began yesterday.  Thanks to Deputy Mayor Pam Pierce and the Asharoken Garden Club for their inspiration and hard work to make the grounds look so nice.

A few residents deserve special recognition this month.  Thanks go out Michael Cox who donated the crushed blue stone and asphalt apron in the reserve parking area for Village Hall.  Congratulations to Andrew Whitcomb of Bevin Road who was named President of the American Culinary Federations Long Island Chapter.  Finally, a big shout out Amanda Filiberto who won the women’s Long Island Marathon.  Amanda ran a time of 3:04:41 and finished 13th overall.  Quite an accomplishment; but even more so considering that she was able to train while in her 4th year of medical school. Finally, congratulations to Sophie Rittenhouse who qualified for both the United States and British Olympic trials in the 100 meter backstroke.

Sadly, I have to announce the passing of Bruce Harris.  Bruce has been a longtime member of the Village’s planning board.  He always considered the issues brought before the board carefully and provided insightful input.  Bruce loved living in Asharoken and giving back to the community.  I would like to extend my condolences to Barbara and the entire Harris family.

Trustees:

Deputy Mayor Pierce reported that she attended the special meeting on April 20th, the Arbor Day event on April 30th; she reviewed the budget, the Stormwater report, the fireworks contract, the proposed law on dog waste, the EMSI contract, minutes and vouchers for the month.

 

Trustee Burke reported on the Arbor Day event, she complimented Marty Cohen, Chairman of the Conservation Board and Village Clerk Nancy Rittenhouse, for planning the event.  She attended the special meeting on April 20th.  She noted that she recommended a back-up driver for Barry Bradley.  She noted that he will be assisting Barry on the Sanitation truck.  She reviewed the minutes, vouchers and collected articles for the upcoming newsletter.

 

Trustee Jablonski reported that he attended the special meeting held on April 20th and reviewed the minutes, vouchers and other correspondences.

 

Trustee Ettinger, reported that he spent time with Officer-in-Charge Mahdesian working on the specifications of the proposed new police vehicle.  He met with Officer Mahdesian on several beach signs that were installed.  On April 13th he attended the monthly court session.  On April 14th he met with Officer Mahdesian and reviewed six bids for a new police vehicle. On April 20th he attended the special meeting regarding the budget. On April 27th he attended the semi-annual firearms qualification certification with the Asharoken Police Department. On April 29th he worked with one of the sub-contractors modifying a ventilating pipe and other minor repairs to the Village Hall. On April 30th he attended the Arbor Day event. He reviewed the minutes, vouchers for the month and other correspondences.

 

 Village Attorney:  Bruce Migatz reported that the Zoning Board did not meet, but they are scheduled to meet on May 16th and noted that one application will be heard located at 516 Asharoken Avenue for a side yard variance request for a second story addition to an existing house.  The Planning Board did not meet in April; they still have the Duck Island Sub-division pending. The VHB consultants sent comments to the applicants engineer on their revised plans and we received back comments from their attorney that they will be submitting further revision but they have not come in.  The Environmental Review Board has two dock applications pending for 255 & 241 Asharoken Avenue revised plans were submitted in March and the hearing was originally scheduled for May 9th, but has been re-scheduled for May 23rd.

 

Treasurer: Emily Hayes reported on the vouchers for the month of April which were $102,430.97, which included the annual insurance bill of $37,961.00, an invoice for Grucci Fireworks for $9,500.00 and $22,851.52 for the annual workers compensation.

 

Officer-In- Charge:   Officer-In-Charge Ray Mahdesian reported that the Village had 27summonses and 4 arrests this month.  He noted the importance of residents locking their cars since car theft is becoming more widespread. 

 

Sanitation: Barry Bradley reported that Big Blue is running well, trash total was 20.35 tons, single stream 6.7 tons for a total of 29.65 tons and a monthly cost of $1,628.00.

 

Superintendent of Building:  Doug Adil reported that he performed ten inspections.  He responded to residents questions regarding permeable material to be used for an apron and walkway; permit also may be required by the NYSDEC.  He reported that he reviewed several plans for a garage, cabana, emergency back-up generator, etc. and responded to an inquiry regarding a dog house. 

 

Conservation Board: Marty Cohen thanked Village Clerk, Nancy Rittenhouse for her help with the Arbor Day event.

 

ASDRP: Nothing to Report.

 

Duck Island Harbor Revitalization: Nothing to Report.

 

Harbormaster: Joseph Affrunti reported that the signs and buoys are in; the boat is going in for servicing this week and will be ready for Memorial Day.

Public Hearings:

 

Mayor Letica asked the Village Clerk to read the public notice for the public hearing on #3-2016 amending Chapter 57 “Dogs and Other Animals”. Mayor Letica noted that comments can be made on this local law #3-2016 and opened up the public hearing. No comments were made on local law #3-2016. Mayor Letica asked for a motion to close the public hearing for the proposed local law #3-2016.

 

Deputy Mayor Pierce made a motion to close the public hearing, seconded by Trustee Jablonski.

Presentation was made by Carole Casamassima and Linda Letica, both presented checks to the Village totaling $8500.00 for the tugboat and barge cost. Carole thanked everyone who participated in the fundraiser.  She noted that the dinner dance will be on November 5th, 2016 and any donations for raffle baskets are welcome.  Linda thanked everyone for purchasing Asharoken T-Shirts and sweatshirts.

Resolution (2016-62) Be It Resolved, that the Village Board does hereby authorize the Mayor to sign the four- year 2016-2019 Fireworks Performance contract between the Village of Asharoken and Fireworks by Grucci, Inc., for $19,000 in year 2016, $19,500 in year 2017, $19,500 in year 2018 and $20,000 in year 2019, subject to Board approval.

Resolution (2016-66) Be It Resolved that the Village Board determines that the heavy duty road maintenance (milling and repaving) of a portion of Asharoken Avenue is classified as a Type II action pursuant to Section 617.5 ( c) (4) of the State Environmental Quality Review Act Regulations and is not subject to SEQR.

During public session, one question was presented.

1.    Question was asked about the increase in the Fireworks event for this year and the reason for a four year contract.  Mayor Letica pointed out that we can cancel any year.
